- Due to the minutes report on September 7th 1984 of the “Supervision of the Development of Tehran City Council”, Tehran’s Master Plan was put in order of Urban Planning and Housing Ministry’s proceedings. Due to the issues in Tehran the start of the project was delayed and started in late 1987. After 4 years, the studies of the project were finished, and was approved after a year by the authorities in charge. In order to prepare the studies of Tehran’s master plan, more than 20 main headings and 50 sub-headings, discussed in 35 meetings and after preparation of about 200 blue prints and around 30 foreign and translated studies were held and provided. The project’s prospect was chosen in 1996 which in regards of the study concluded in the final capacity of Tehran in respects of population and area. The population capacity with an estimation over 6750000 in an area of more than 720 square kilometers were disregarded as impossible in regards of the rules and regulations of technical development. Based on what the project provides, the development of Tehran in the long run was seen as constructing 5 new cities. In the meantime a twin city to solve the problem of the population intensity in the city center and the traffic jams and moving the services to these 5 new cities later on. The 5 districts of Tehran are as follow: the central area (the center of Tehran – Toopkhaaneh Square), The northern area (with Abbas Abad area as the center), The western area (up to AZADI stadium) and the Eastern area (with Tehranpars area as the center). The development and division was seen as followed: – MASKAN (housing) share 13/29 percent of the area of Tehran – Trading area of 96/1 percent – Administrative area of 36/3 percent – Military area of 12/14 percent – Industrial area of 88/7 percent – Green spaces and jungles area of 97/7 percent – City equipment and the adjacencies of 54/5 percent .
