Salam International Terminal (Pilgrimage Terminal / Terminal 5):

In 2010, an EPC contract was entered into by and between the then head contractor of Imam Khomeini International Airport (IKA) development project, as employer, and Melli Sakhteman Company, as contractor, for construction of Salam International Terminal for pilgrimage purposes.

A 4-hectare land at northwest of IKA was dedicated to construction of Salam International Terminal to host 1.6 million passengers per year, and Abnieh Tarrahan Alborz Company cooperated with Melli Sakhteman Company at engineering phase of the project.

The project was halted at the end of year 2014 due to different reasons while physical progress of the project was less than 15%.

Given the upsurge of needs and overseas flights and excess capacity problems of Terminal 1 of IKA, at the beginning of 2015, the then minister of road and urban development ordered to immediately resume construction and completion of Salam International Terminal while applying some changes in design of the project to make it a dual-purpose terminal (for both non-pilgrimage and pilgrimage flights), and it was named Terminal 5 by employer.

Since April, 2015, Atec Consultants joined this project as employer’s consultant based on the announcement of the then head contractor of IKA development to provide off-site and on-site supervision services (third phase) and in the same year minister of road and urban development named this project “Salam Terminal” (Pilgrimage Terminal / Terminal 5).

In less than 3 months of involvement of Atec Consultants in the project, the project’s employer ordered Atec Consultants to make a revision in design of phase two of the project to make Salam Terminal a dual-purpose project (for both non-pilgrimage and pilgrimage flights) while structure of the project was to be kept and minimum demolition and rework be performed in three months so that the then contractor’s activities are not stopped.

Atec Consultants redesigned phase two of the project with two group of expert designers, one resident at the project site and the other one at head office of the company, and as planned, contractor’s activities were not halted. The revision was approved by employer and construction sped up until the beginning of 2016.

Given the financial problems and budget deficit of the project’s employer, once again the construction of Salam Terminal stopped in 2016 while its physical progress was 45%.

Finally in January, 2017, first BLT contract of Iranian airport terminals was entered into by and between Salam Terminal Construction and Operation Company, as a subsidiary of Mostazafan Foundation and investor, and representative of Imam Khomeini Airport City, as a subsidiary of Ministry of Road and Urban Development and investee.

Then, Atec Consultants was introduced and confirmed by investee as consultant of Salam Terminal Construction and Operation Company in the BLT contract.

At the beginning of 2017 and immediately after conclusion of the BLT contract, investee of the project ordered the construction contractor to redesign the project so that Salam Terminal would host about 5 million passengers per year and this was done in 2017 by Atec Consultants through applying desired changes of investee and upon approval of its foreign consultant (NACO Airport Consultancy and Engineering), and the construction sped up, completed, and inaugurated by the then president of Islamic Republic of Iran on June 18, 2019.

Atec Consultants has first-degree license in airport design and during last 30 years  has been continuously cooperating in design of Imam Khomeini International Airport (IKA) which is today called Imam Khomeini Airport City, and providing several design and off-site and on-site supervision services to this Iranian megaproject to make advances in our beloved country, Iran, and make its contributions to self-sufficiency of Iranian consultant engineers in airport design industry in Iran.
